International Biathlon Union External Review Commission with Christian Dorda publishes final report on doping

On 28 January 2021, the International Biathlon Union (IBU) published the final report of the External Review Commission (ERC). The IBU Executive Board originally appointed the ERC in November 2018 to comprehensively investigate allegations against former IBU President Anders Besseberg and former IBU Secretary General Nicole Resch. Christian Dorda – along with two other lawyers and an athlete – was appointed as Austrian member of the independent investigation commission.

Vienna, 2 February 2021 – On 28 January 2021, the International Biathlon Union (IBU) published the final report of the External Review Commission, which was appointed in November 2018 to investigate allegations against former IBU President Anders Besseberg and former IBU Secretary General Nicole Resch.

DORDA founding partner and arbitration law expert Christian Dorda was nominated as one of the five members of the ERC (External Review Commission) – not only because of his expertise and extensive experience in international disputes, but also because of his broad knowledge of the law of associations and sports regulatory issues. Other members of the commission are Jonathan Taylor QC (British attorney, commission chair), Vincent Defrasne (representative of the IBU Athletes' Committee), and Tanja Haug and Anja Martin (both German sports attorneys).

According to the investigation results, both Anders Besseberg and Nicole Resch were responsible for violations of IBU rules. Without any objective reason they protected Russian interests, especially in the anti-doping context.

Additionally, ERC member Christian Dorda assisted the IBU in a profound reform of IBU statutes and regulations, which have been implemented since, including the establishment of a Biathlon Integrity Unit independent of the IBU.

"This investigation was a challenge in terms of detailed work, but at the same time an opportunity to systematically protect the popular sport of biathlon from future doping in order to make the performances of honest athletes visible in a trustworthy and fair way," said arbitrator Christian Dorda"The new Biathlon Integrity Unit will certainly contribute quite significantly to this."
